New Local Rule

A new local rule has been adopted at UGC with effect from 22nd February 2017.

The local rule has been introduced by the R&A and USGA to eliminate the penalty for a golfer who accidentally causes a ball to move on the putting green. Both Rules Committees agreed that it needed to be changed and decided that in this particular case it was important to act now, through a Local Rule, rather than wait for the next overall set of revisions to the Rules of Golf.

Details are as follows:

"Rules 18-2, 18-3 and 20-1 are modified as follows:

When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment.

The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1.

This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental.

Note: If it is determined that a player’s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced."

Reporting Away Scores

As of 1st January 2017, all players are required to return NON-QUALIFYING away scores in competitive golf competitions to their home club.

This is in addition to the existing requirement that all players are required to return QUALIFYING away scores to their home club.

Individual scores or team results must be returned in all Singles, Am-Am and 4BBB with the exception of Texas Scrambles, Foursomes and Greensome competitions, or casual social rounds.

The non-qualifying away scores will be used to assist handicap committees with handicap reviews.

To facilitate the recording of all away scores, TWO folders will be situated in the locker room – the existing folder for Qualifying Away Scores and a new folder for Non-Qualifying Away Scores.

Members playing in qualifying or non-qualifying competitions away from Ulverston MUST enter their scores in these folders.
